Effective August 15th!!!! CCW permits no longer required in the State of Arkansas! It will be lawful and permisable to carry a firearm or knife concealed or OPENLY!!! The ban on carrying a firearm into a business that serves alcohol is also being appealed.
Notably, HB1700 removed all “defenses” from § 5-73-120. As the statute will no longer set forth any defenses to the crime of carrying a weapon, there can no implication that a reason or “defense” is required to carry a handgun in Arkansas. As a result, on August 15th it will no longer be a crime in Arkansas to generally possess a handgun, knife, or club on or about his or her person, either concealed, or openly.

There will also be no reason to have a concealed weapons permit in Arkansas because § 5-73-120 no longer requires a concealed weapons permit nor any other excuse or justification to possess a handgun, knife, or club on or about his or her person, concealed or openly. Additionally, HB 1700 also repealed the ban on carrying weapons into establishments selling alcoholic beverages.

Lucky schmuck!!

As expected, "Q-ball" used his "amendatory veto" to alter this P.o.S. bill in front of him. He restricted magazines to 10 rounds, you could only carry one mag on you, plus a few other restrictions that I didn't get in detail.

As it stands now, Governor Quinn’s Amendatory Veto makes the following changes to HB 183:

Limits individuals to carrying a single handgun with a single magazine and no more than ten rounds of ammunition.
Changes the definition of “concealed” to specify a handgun must be completely concealed as opposed to concealed or mostly concealed.
Bans carry in any place that serves alcohol – except private clubs and residences – and therefore nullifying the “restaurant carry” provisions in the bill.
Inverts the “no carry” posting, meaning that carry will only be permissible in places that post it is OK to carry a concealed firearm.
Allows employers to ban firearms on their property and negate the safe harbor provisions.
Removes the ability of individuals to get out of their vehicle and store their handguns safely in the trunk of their vehicle.

An override has been filed by House Bill 183’s sponsor, Representative Brandon Phelps (D-118). With an overwhelming majority voting to pass House Bill 183 at the beginning of June, the override that would reject Governor Quinn’s Amendatory Veto is expected to pas
